I am not up to date with current rules but I suggest the difference is the term "defaced". 

The blue ensign un-defaced is the most senior ensign after the white ensign. The defaced blue ensign is junior to it, and is "defaced" by having the badge or emblem of the yacht club in the "fly". So I would guess those yacht clubs who wear the blue ensign defaced are possibly ex service, but don't have to be.

Remember the old adage :

The RNR are seamen but not necessarily gentlemen.

The RNVR are gentlemen but not necessarily seamen.

The RN are occasionally both but most often, neither.

Does anyone know the best way to check the Lloyds register? I've looked online but can't find anything easy and free!

The boat was constructed during 1969 and completed 1970.

To add to the mystery: she has been fitted with a motor and pulley for auto steering, an old style echo sounder and a compass which is illuminated!😱

Motor and pulley are now gone. The hull is a Broom Ocean 37 but the engine is a Thorneycroft_Layland_Triumph_Fergy Tractor jobby. Would you take that to sea?

I think Lloyds Register of Yachts was a yearly publication that ceased when demand grew for a simplified registration so people could take their craft abroad be that sail or trail. I think it was about 1980. At first admin was with the RYA and then the DVLA and now by the general registrar. I suppose you need to find out if the old information contained in the Lloyds Publication has been digitally achived. If not then I guess you are down to specialist book shops,but also Amazon and Ebay for a copy that covers your years.
