Although back in the pre 60's there were some "Positive Earth" cars, I've never seen a car cigar lighter socket wired any other way than tip positive, and sleeve negative. Likewise, the overwhelming majority of small coaxial power plugs (as used on computers etc., are tip positive, sleeve negative as well.
