    KF I would note all the details of all the paperwork I was offered and pass this information to Yare house..........it's not for me to make a judgement on what is a valid insurance policy, this is done by people who specialise in that particular field.

    My opinion would be that in the first instance the BA would give advice re the content or lack of in the policy, and expect it to be remedied immediately.

  2. I would advise a short visit to make the vessel legal. If the vessel was registered with the BA and the owner was recorded, I would then issue a request to inspect the BSC and insurance documents. 

    This would then be dealt with by the Tolls office.

  3. As the boat owner I am responsible for insuring my own vessel to a standard that is set down in the acts. It is not up to the BA to advise me who I should use to insure my boat to get cover I require.

    If I choose to insure my boat using a company that is effectively not insuring my boat it will be my loss, not only would I be in court for not having insurance,but much worst I could be fighting a very very large claim for damages.

    Don't waste time by worrying about what the BA require, just make sure you are covered for what might be the worst case scenario.

    I was referring to running of engines late into the night, but nuisance noise at anytime can be reported and that doesn't mean just engines.

    I believe there's an old byelaw that states should a person be found cooking bacon with the windows open, then that person must share said bacon with passing Rangers. :wave

  5. Brundall Navy, if that occurs again or to anyone else ring BROADS CONTROL on 01603756056 with the place and registration number of the vessel.

    We can then act, at the least explain to the master that this is not going to be tolerated again.

Hi all, I can confirm there is not a new byelaw covering noise and fumes etc., we have had quite a few complaints so I believe this may just be the office's way of reminding people that there is a law and it can be enforced, as for mentioning 8pm to 8am, that's just the most annoying time for people to do it, but we all know that.

  7. Can I bring a little light on to this subject.

    Last year between April and October over 3,400 verbal requests to slow down were logged in the Wroxham/ Horning/ Ranworth area, for those taking no notice of the a verbal request or simply going that bit quicker and needed to be stopped, were issued with a written warning. Roughly 120 written warnings were issued.

    Finally I believe there were 6 prosecutions. These were either speeding, care and caution or overstaying on 24hr moorings. Sailing craft cannot be reported for speeding, but do have to adhere to care and caution.

    For example if a sailing cruiser were to be at full chat between the Horning Ferry and Woodbastwick moorings, because of the wash that these vessels can throw off, the boats moored either side of the river may well report the cruiser for going without care and caution.

    This year the number of verbal warnings has dropped a little due to some of the hireboat firms fitting GPS speedometers on to there fleets. When they are fitted people do use them.

    Quite a few private boats have them installed, unfortunately a few forget to set them to MPH instead of knots. We do not spend our time trying to catch speeders, in fact we try to do all we can not to prosecute. Most Rangers would far sooner try to talk to a speeder and try to educate them as to why there are speed limits in place, hopefully those who are stopped will accept a written warning and everyone will leave happy. There are however certain circumstances where you have no choice but  to prosecute.

    It's my opinion that when any boater is prosecuted there are no winners.

  8. Unfortunately like all things there is an element of truth in Jenny Morgan's post. The only case I know recently that went to court 3 times was one I personally was involved in. May I say firstly I cannot give full details for obvious reasons. The case was called 3 times, the first time not all witnesses were available, the second time, there was a conflict of interests with one of the magistrates, a replacement Magistrate could not be found therefore another date was set. The case was then heard at the 3rd hearing.

    There were several witnesses for both parties, not just photographs. The BA would always require a lot more than just a photo to proceed.

    The owner was found guilty to the speeding offence, fined, with cost awarded against him. The fine is means tested, as are the costs.

    The fine and costs awarded in court came no where near 20/30k.

    However, if the defendant employs a barrister to work on his behalf, this can be very expensive and could quite easily exceed £20,000 bearing in mind 3 appearances were necessary.

    May I just remind you this may not be the same case.

  9. Just a quick update,

    the weed cutter was working the upper Bure to Coltishall lock a couple of weeks ago, plus the river was mud pumped above the Rising Sun during the winter.

     

    Should you venture above the Rising Sun, the best turning point is next to the lock, above the river junction at the Norfolk Mead.

  10. The boxes take 2 minutes to empty whilst the Rangers are doing there proper jobs of inspecting the moorings. Rangers have been collecting money for short visit tolls, annual tolls and electric cards for years,  

  11. I don't understand why putting donation box's around the system is a problem.

    They have already paid for themselves and it costs nothing to empty them.

    Believe it or not, they do have to be emptied quite often, which is done by the Rangers on there patrols.

    The worst part of that is not fag butts or foreign coins, THEY STINK. Dogs love em :).

    As MM said, you don't have to donate, it IS voluntary ,anything that helps keep the tolls down is worth a go.

    JM pointing out that tolls will go up is a fairly safe bet, unfortunately everything does, that's life. :roll:

  12. Just to be clear, the parish council and the BA look after the Park and moorings between them, each having there own responsibilities. Roy's look after there own car park and occasionally do a litter pick and collect trollies.  

    The kings Head look after there own frontage.

  13. I have read and listened to all the comments with regard to gagging and so on, and find the whole thing very strange.

    I have been an employee for many years of the BA, many of you will have met me in the past, those that have will know I have always said what I believe to be correct whether this is for or against the BA.. Those that employ me have never suggested I stop replying to PM's or indeed make comments on any of the forums, in reality, I have been encouraged to do so on many occasions. 

     

    As Rangers it has been suggested that if we are attending an incident and the media are present, it may be better not to talk to them, and leave that to those who have experience, and are happy to do so.

    I would have thought this was general practice in any large organisation, I'm certainly happy not to have to do it. :wave

  14. I've paid mine because as you all know if your boat is on the water and not displaying a lovely green toll by the 1st April, some nasty person may put a sticky envelope on your boat explaining your error.

    That may be why they are sent out early :naughty:  :wave
