The car HT coil is not designed to give a constant high voltage, it relies on the primary being disconnected, ( think points, or electronic control) which creates a back emf in the secondary, as the magnetic field collapses. Ah... right. lol Health and safety, it's not the high voltage that kills you, think static electricity, it's actually the current, 30mA or more can kill, but it needs a high enough voltage to overcome the resistance of the human body.
