Think hgv. How and where we live demands lorry’s. Electric or hybrids are in the next century. £500 worth of diesel is a lot of stored energy. 
No government has an idea on this front unless we go back to Victorian times where cities had heavy industrial in them and living in the countryside was purely farming based. 
And that’s the point. Our style of living has wondered away from this
