Boats Sinking Around The Broads

Mr Packman has put in the Norfolk News Paper there's been a Sharp increase of Boats Sinking this year around the Broads. What has this caused these Boats to Sink? Bad Weather or lack of Pump maintenance can this be avoided?

The article I read put the blame on the high river levels, causing boats to catch on the quay heading and then tip sideways as the tide went out. I think something similar happened to a boat moored at Reedham a few months ago.
