ChrisB
I don't think that I would call that a river. Drainage dyke is a more accurate description I would think. Similar work goes on all over the uk Fenlands. Spreading on the land of organic material can be beneficial but many navigations contain Tributyltin, organicides and heavy metals from boats and past industries so disposal is not easy.

A fascinating view of modern methods and modern machinery but as ChrisB says, it is really only a version of hedging and ditching : annual husbandry carried out on all farms over the centuries.
