The "wings" need to be designed, so that at normal speed 3,4,5 or 6 mph they have no efect on fuel efficiency and performance,, At full pelt, they should take the boat down, and pass under ALL brideges at any state of tide... An interesting concept, but the sustained hydrodynamic "drop" would only be minimal IMHO. A hydrofoil craft, using the same basic principle needs around 20 knots to lift just the weight of a boat, whereas the force to counteract the extra buoyancy of a hull being pushed down, say six inches lower, would be several tons.
