They were a clever piece of marketing in their day, as every customer used to take them home as a souvenir. Exactly what they were meant for. Vaughan, technically it would have been imported (probably from China) as a pin dish - ashtrays with the groove to rest your Woodbine in attracted a higher rate of duty back in the day.
