Indeed it has been put there by the EA for the benefit of anglers.  It's possible to moor just on the dyke side of it.

I’m moored at Upton dyke this evening, so will go and read what it says in the morning. 
 

and reading back through this thread and noting the discussion about the ‘no mooring’ sign at the river end, I can tell you it’s occupied tonight by a boat that came in to moor a very short while ago, getting a bit caught out by the fading light. So I’m sure it’s acceptable for that situation, especially out of the fishing season.

I think the river end of Upton Dyke is a nice spot but I always think it's a grey area as to where the short term moorings border with the long term ones, if indeed short term moorings officially exist. I love the peace and setting of the Upton Staithe end and tend to favour that.

I asked the lady planting up the planters at the boatyard if it was for anyone to use and what cost. She doesn’t work at the yard, but said it’s owned by the parish council and the boatyard collects voluntary donations for its use. 
I suggest you ring either the boatyard (Eastwood Whelptons) or Upton Parish Council.

A bit of a faff if you ask me. A small notice would be good.

I would just go for it. 

Does it not beg the question "What are they going to do about it ? "
