If it is the case that a leccy outboard is exempt but a petrol one isn't then it's wholly laughable.

I think that if the outboard has its own combined tank and electrics then it is a standalone unit and exempt ( aka Seagull etc) but when the electrics and fuel systems are separate from the engine and are within the boats hull itself then those systems become part of the boat and a bss is required.
