It started out as Anglian Water but they discovered a larger risk and the job was handed over to North Norfolk Council according to social media.

Looks like someone does not know their councils - Wroxham is in Broadland District Councils area & they are not a Highways Authority though sweep the streets & put up the street name plates ( Hoveton on the other side of the river is in North Norfolk & is host to Roys of Wroxham just to add to the confusion ) Roll on a Unitary Council.

Went through this morning, and there is a large patch in the road. Most of the signs and the cones on the road have disappeared..
