It looks remarkably like Marlow Ropes MGP Tech 50 which is a high performance 24 plait mixed fibre used for racing yacht running rigging developed for use in the modern clutch and jammers. You can visit their main website http://www.ropeservicesuk.com/Ropes-Used-For.../Marine-Rope/12mm-Black-Nylon-Rope-With-A-Red-Fleck---Various-Lengths where your find many lengths etc or give them a call direct on 0191 584 2709 to discuss the feel, from the look and being Nylon I'd guess it was 'soft' not hard and harsh Polly.
